Automotive projects bylaws
The application of our existing bylaws to automotive projects is not clear.
I propose a set of bylaws which clarify the requirements when doing automotive projects in the space.
Please read and let me know your thoughts.

"Foreseeable issues with the charging of removable is actually enforcing it if the member is not a key holding member." Should certain car projects be limited to keyholders?

I think generally cars in the carpark for one night should be clearly allowed (particularly for the possibility that someone has one too many drinks in the space - want to encourage them not to drive home). CoS will not care about cars parked in the carpark (promise)

I've changed the wording of the workspace usage line slightly to clarify which entry can't be blocked. (otherwise technically so long asyou could go through the electronics lab it wouldn't be blocked)

@Beau and @Johannes have an action item to further develop this bylaw.
Johannes Chuah Mon 24 Jul 2023 1:35AM
i think the Draft looks ok as it is, but i would like to add something in the header, along the lines of "The Perth Artifactory is first and foremost a makerspace, not an automotive workshop, however the work on vehicles in the space is permitted on the following conditions" with the first item on Workspace usage, before "vehicles must not block entry" + Something along the lines that "any works that are beyond the definition of a service (oil and fluid change) must require prior approval from a commitee member and may be restricted to only key holding members. Such works include dissassembly and removal of components that may potentially render the vehicle unsafe or undriveable.
Johannes Chuah Tue 25 Jul 2023 1:01AM
would also like to add something to cover panel works. eg buffing/polishing ok, spray painting not to be conducted in the Workspace and only in the rear courtyard.
Johannes Chuah Tue 25 Jul 2023 1:03AM
and also something to take into account the copius amount of Van renovators. some are ok, the ones that casually drop in,use tools in the carpark and spray cars with wood chips and dust, not so much.

On the note with Vans, work in the carpark is a grey area. Yes, it would increase the risk of stolen tools and untidiness in the carpark, but most vans also would likely block the entry

I've cleaned up the formatting in the Google Doc so the document structure is clear.

This looks like it covers all issues raised recently with vehicle projects.
I note that there is going to be another policy (yet to be drafted) covering camper van fitout projects.
Thanks all for pushing this through to completion.
At the conclusion of this motion I propose to make this thread public as part of transparent governance.

As per our agreement when adopting Loomio as a platform a decision to publicise a discussion must be unanimous.

I am currently finalising this on the wiki and have 3 issues.
Confusing title / scope of bylaw
We intend to have a separate bylaw for Vehicle Interior and Exterior Fitout.
However this bylaw titled Automotive projects, as voted on, states its scope is:
These policies apply to automotive projects, including work on cars, vans, motorbikes, etc.
The title and the scope of the document suggest a confusing overlap between the two bylaws.
I propose:
Change the title to "Automotive mechanical works"
Change the scope to "These policies apply to mechanical work on automotives, including cars, van, motorbikes, etc."
Link to bylaw which doesn't yet exist
The bylaw as voted on currently contains the following text:
This policy is not intended to cover interior work/fit out on vehicles being used for habitation such as vans. That policy can be found here LINK
There is currently nothing to link to here.
I propose:
Delete this text.
The text can be re-introduced when the Vehicle Interior and Exterior Fitout bylaw is introduced.
Slack channel
The bylaw, as voted on, states:
The attendee has posted about the project on the dedicated slack channel to ensure the space has not been double booked.
Which Slack channel is this meant to be - an existing one, or a new one yet to be created specifically for this purpose?
I require:
Direction as to what Slack channel this is meant to refer to.
Once these issues are resolved I will be able to publish the bylaw.
Fletcher Boyd Tue 28 Nov 2023 4:36PM
I think #car-and-bike makes the most sense channel wise. Agree with other suggestions.
Beau Scott Wed 29 Nov 2023 1:49AM
Yea same, all the above makes sense. #car-and-bike is the intended channel. If it becomes an issue booking it there, we can always make a new channel.
Johannes Chuah Wed 29 Nov 2023 5:28AM
agree with all. send it

I have finalised the automotive project bylaws on the wiki. As discussed with Beau, I have left the scope and the title as-is. We can revisit the potential confusion with the "vehicle interior and exterior fitout" bylaw later.
Beau Scott · Thu 20 Jul 2023 3:01AM
We need to add a clause for unexpected failures during repair. For example, replacing a clutch could take only half a day, but the replacement part may not fit and the old clutch might not be able to go back in. We should think of how this is handled incase we need to impose restrictions on what car projects can be undertaken.
I propose that we allow, upon request after failure/unexpected impediment, a vehicle to be park in the car park for up to 48 hrs. After that, vehicle must be removed within 24hrs or the association will have it removed at the members cost.
Foreseeable issues with the charging of removable is actually enforcing it if the member is not a key holding member.
